Foreign content streamers can be banned from advertising illegal gambling services to German viewers, following a ruling by the Higher Administrative Court of Saxony-Anhalt.

An announcement has been made regarding a well-known court issue involving the GGL and a well-known German streamer who was streaming in Germany without a German license.

The following statement has been published:

“The use is covered by the principle of territoriality under international law, as the content created in German is aimed at the German-speaking area. It is therefore mainly addressed to viewers who access the streaming content from Germany.”

Streaming services may be utilized as a form of direct marketing; hence, GGL views them as a specific threat to players’ safety.

Ronald Benter, a board member of GGL, added:

“The decision has a signal effect! In the future, the GGL will take even stronger action against streamers based abroad. This is required in particular by the protection of players and minors due to the special dangers that are imminent with streaming.”

In 2026, the public effect of gambling advertisements will come under the deputy’s microscope through a study conducted by GGL. This particular study will be centered on ads and rewards directed at customers who are vulnerable, including minors. All in all, Mr. Reiner Moser, who is the Minister in Charge of the Region Baden-Württemberg, was last month named as the chairman of GGL.
