GGL appoints Christian Hochgrebe as new Chairman of Board
On July 1, 2026, State Secretary for the Interior in Berlin, Christian Hochgrebe, assumed the role of Chairman for the Administrative Board of Germany’s gambling regulator (GGL), replacing former Chairman Sandro Kirchner.
In Germany, the states are responsible for conducting gambling regulations, with the chairman position rotating every year between federal state representatives. The State Secretary in the Bavarian Ministry of the Interior for Sport and Integration, Sandro Kirchner, served in the position for the past year and supervised the GGL Board.
Kirchner commented:
“Over the past year, we made important personnel decisions within the GGL. We also took major steps toward digital sovereignty. Measures against illegal gambling were intensified, particularly through action against host providers and payment blocking. For the legal gambling market, the regulatory framework was adjusted to increase the attractiveness of licensed offerings.”
With the new appointment, Hochgrebe will take part in the statutory review of the Interstate Treaty on Gambling for the first time after it was introduced back in 2021.
Hochgrebe stated:
“Going forward, it will be crucial to actively shape and review current developments and existing structures. Key issues include the upcoming evaluation of the Interstate Gambling Treaty and the adjustments that may follow, as well as the continued development of oversight for legal providers and the fight against illegal operations.”
Ronald Benter, board member of the GGL, also welcomed Hochgrebe’s appointment, sharing that the federal states’ cooperation ensures trust and support, helping the regulator achieve effective management of the gambling industry.
