Indiana eyes iGaming legalization in September 2025
After passing House Bill 1432 on January 28, Indiana is one step closer to legalizing iGaming.
The House Public Policy Committee approved the bill in a 9-2 vote on Tuesday. Ethan Manning, the author of the bill, sees it as a way to modernize Indiana’s gaming industry while ensuring responsible gambling measures are in place. He highlighted the financial potential, estimating the state could bring in more than $300 million annually through taxes on online gaming and sports betting.
Casino industry leaders are against the proposal, arguing that Hoosiers are already gambling online, just not on regulated platforms. Some illegal operators even misuse Indiana’s official seal to appear legitimate. However, supporters believe that iGaming legalization would bring much-needed oversight, consumer protections, and tax revenue.
Not everyone is convinced. Responsible gambling experts warn that easier access to the iGaming platform is full of addiction risks though they lack solid data. To address these concerns, the bill includes funding for a new responsible gambling program focused on the treatment and research of individuals affected by gambling.
The bill moves to the full House
If passed, the bill would tax iGaming operators at 26% until mid-2026, then introduce a tax scale between 22% and 30%. Only existing casinos and horse tracks could apply for licenses, and the Indiana Gaming Commission could start accepting applications immediately. Online gaming could go live as soon as September 1, 2025.
