Ireland’s gambling bill sees criticism in the approval stage

The new gambling bill, aimed at establishing a regulated online gambling market led by the new Gambling Regulatory Authority of Ireland, received criticism in the approval stage.

The new bill with the name “The Gambling Regulation Bill 2022” has faced many delays since May. Recently, Ireland announced that the bill will finally move from the committee stage to the report stage. Once final statements are delivered to the Dáil Éireann, they can be signed into law by President Michael Higgins, bringing notable changes to the gambling market in Ireland.

Paul Hensey, chief executive of the Association of Irish Racecourses, said:

“I question how effective some of these measures will be. All the research has shown that issues with problem gambling come from scratch cards, lotteries, online casinos, and that sort of stuff. Any research we’ve done on betting turnover, it’s a benefit to be coming in on the heels of big races across the water, and people will roll on the money. If you’re isolated, I don’t think that’s necessarily a good thing either.”

Another major concern is how the new gambling bill will affect Irish racing. The Association of Irish Racecourses (AIR) has announced plans to work with Horse Racing Ireland (HRI) and Racecourse Media Group (RMG), the owner of Racing TV, to safeguard the future of the sport amid proposed changes, including a ban on betting ads from 5 AM to 9:30 PM.

Hensey expressed doubts:

“Based on our research into betting turnover, it’s advantageous to follow big UK races. People are more likely to bet when they’re excited about nearby events. If we’re cut off, that might not be good for us.”

The new gambling bill will not affect the existing media rights agreement AIR has in place, so there’s no immediate rush to make changes. The proposal is expected to be implemented in 2026, but it may still need adjustments to protect the future of Irish racing.
