Italy tightens gambling website rules starting November 2025
Italy’s gambling regulator, the Agenzia delle Dogane e dei Monopoli (ADM), has announced a new rule requiring all licensed online gambling operators to declare their main website domain by November 13, 2025.
According to ADM’s new circular, signed by Antonio Giuliani, operators will only be allowed to run their business through one official website. By today, October 31, 2025, each operator must have reported their chosen web address to the ADM, even if it is already in use.
The goal is to stop companies from running multiple websites, which can make it harder to track player activity. ADM says this will strengthen control and player protection.
After mid-November, all other related domains, mirror sites, or “skin” websites must be shut down with the help of internet providers. Temporary website redirects will be allowed only until 31 December 2025, and only for companies in joint ventures, to ensure players can smoothly move their accounts.
Operators who fail to follow these rules risk suspension or even losing their license in case of repeated breaking of the rules.
Gambling reforms in Italy
Back in June 2025, Italy delayed gambling reforms to 2026 for better coordination. So far, for 2026, ADM has approved 46 operators with a total of 52 licenses under the new system. Each license lasts nine years and costs €7 million.
