Japan considers having two more casinos by 2027

Japan is looking to expand its casino market, planning to approve up to two new locations by December 2027 to join the already-in-progress MGM Osaka project.
Japan’s regulations allow for up to three casino licences, meaning there’s still room for two more major players. According to Hokkaido Shimbun, Hokkaido is considering joining the move after stepping away from the first application round in 2019. Tokyo, while not officially committed, has also shown interest, having already conducted some preliminary studies.
To move forward, interested regions will need to draft their “IR District Development Plans” by 2026, with the actual application phase set to start in December 2026. This timeline lines up with earlier reports suggesting a 2026 launch for the full process.
Before that, the government plans to collect public feedback on the proposed application period through a cabinet order, with consultations running from August through the end of this year, right after Japan’s House of Councillors election in July.
MGM Osaka: The only currently approved casino in Japan
Currently, the only approved casino is the MGM Osaka project, worth US$8.83 billion. Partnering with Orix Corporation, it aims to completely transform Yumeshima Island, which spans almost 1,000 acres. The casino is set to open in 2030.
