Kansspelautoriteit reports GGR decline after new rules

The Dutch gambling authority, Kansspelautoriteit (KSA), reports a GGR decline in the market after stricter deposit limits were introduced.
While the number of active gambling accounts rose to 1.19 million in the last six months of 2024, the total money made by legal gambling companies, known as gross gaming revenue (GGR), dropped in the second half of the year.
KSA reported a total GGR of €1.47 billion for 2024, which is 6% higher than 2023. But from July to December, revenue declined by 10%, landing at €697 million. Now if a player deposits €700 in a month, they’re automatically restricted unless they prove they can afford more. Young adults aged 18 to 25 face even stricter limits: just €300 a month.
KSA stated:
“This decrease is probably due to both the peak during the European Football Championship in June 2024 and the new rules that should better protect players in the online gambling market.”
The goal is to reduce problem gambling, and it seems to be working; fewer players are losing more than €1,000. However, addicted players use illegal sites, causing the KSA to consider half of all gambling losses in the Netherlands to happen outside the legal market.
Interestingly, although online casino games still bring in most of the money, sports betting has remained more stable.
