The Dutch gambling regulator (KSA) has imposed a €3.1 million penalty on Costa Rica-based Chestoption Sociedad de Responsabilidad Limitada for violating gambling laws by offering its services without a local license.

The regulatory body’s investigation found that the operator offered its product through its Vave.com, Vave-luck.com, and 67evav55.com websites to Dutch players, letting them register and deposit money into the platforms. Additionally, Chestoption promoted its gambling products in Dutch, which directly shows its intent to target and attract local players.

The Kansspelautoriteit stated:

The Dutch Gaming Authority (Ksa) has imposed a fine of €3,082,000 on Chestoption Sociedad de Responsabilidad Limitada because it offered gambling without the necessary license via, among others, the website Vave.com. This is prohibited. The company had previously been issued a penalty payment order for this.”

Additionally, the KSA revealed that multiple other factors were identified in breach of gambling laws, such as the absence of age verification checks, autoplay and turboplay options that are banned in the Netherlands, and the possibility for players to make deposits with cryptocurrency, which goes against player protection measures.

It was also stressed by the regulator that enforcement action against illegal platforms is conducted through collaboration with payment providers, hosting services, and banks to more effectively stop their operations.

The penalty comes just days after the KSA targeted 711 and TOTO Online for ads and duty of care breaches.
