Lawmakers in Kentucky have overruled Governor Beshear’s veto on the betting reform bill (HB904) and have sent it to the Secretary of State’s office, where it will become law.

On April 14, 2026, just one day after Governor Beshear vetoed Kentucky’s betting reform bill, the House voted 67-7, and the Senate voted 26-5, which allowed legislators to fully bypass Beshear’s decision.

HB 904 was vetoed by Beshear because of a clause in the bill allowing the Kentucky Horse Racing and Gaming Corporation and the Kentucky Lottery Corporation to apply for emergency and routine administrative regulations without the Governor’s approval. Beshear had stressed that allowing the bill would go against the executive branch’s duty of enforcing laws, but lawmakers rejected his argument.

The bill itself covers different sections, including sports betting, fantasy contests, and fixed-odds betting at racetracks. As the reforms move to become law, the legal age for sports betting will increase from 18 to 21, and operators will be required to accept bets with payouts of up to $1,000.

Fantasy contests will become legally recognized under state law, and fantasy products where one player competes against the house will be banned. Additionally, fixed-odds betting will become available at Kentucky’s horse racing tracks.

Based on the lawmakers’ decision, the reforms were worth more than the Governor’s procedural issue about regulatory authority, leading them to override it.
