Governor Beshear vetoes Kentucky betting reform bill
The Governor of Kentucky, Andy Beshear, has vetoed House Bill 904, which aimed to introduce new rules for gambling, sports betting, and horse racing and was previously passed by the state legislature.
After Kentucky sent betting reforms to Governor Beshear for approval on April 1, 2026, the Governor vetoed it on April 13, 2026, sending it back to lawmakers to update once again. Beshear mentioned the Kentucky Horse Racing and Gaming Corp. and the Kentucky Lottery Corp., which were supposed to be allowed to file routine and emergency regulations without the Governor’s review.
Beshear wrote:
“Under the Kentucky Constitution, the Governor is the Chief Magistrate of the Executive Branch and has a duty to ensure all laws are faithfully executed, including by agencies carrying out the law through regulation. Authorizing an agency to file an emergency regulation in this manner would prevent the Governor from carrying out his constitutional duties and allow boards and agencies to impose rules on Kentuckians without executive oversight, including boards whose decisions impact public safety.”
State lawmakers were given two days to try to reverse Beshear’s veto, which would require a majority vote in the legislature, but it’s possible that a veto override will happen, as only a simple majority in the House and Senate is needed to overturn it.
