Massachusetts: The first to consider gambling checks

Massachusetts is reshaping its sports betting landscape by implementing affordability, player protections, and advertising practices.
Senate Docket No. 1657, introduced by Senator John F. Keenan, proposes a significant increase in taxes for digital sports betting operators, raising the rate from 20% to 51%. Moreover, in-play and prop bets will be banned, restricting advertising during sports matches broadcast on TV.
Furthermore, the bill doubles the funding for responsible gaming initiatives, directing more resources into addiction prevention and harm reduction.
The most notable feature of the bill is the introduction of mandatory gambling affordability checks, a first for any U.S. state. Bettors would face daily and monthly wagering limits unless they pass an affordability assessment. This ensures that bets do not exceed 15% of an individual’s available bank balance.
