Mozambique’s Council of Ministers has approved a new legal framework for online gambling, with a dedicated licensing regime for iGaming companies that would be separate from land-based operations.
Under the newly passed Regulation on the Operation and Practice of Games of Chance through Electronic or Computerized Means, online gambling now stands as an autonomous licensing category. The decision to create a dedicated framework came after the country’s tax revenue from traditional casinos declined for 2 years in a row. The Ministry of Finance shared that only 54% of the projected taxes were collected in 2025, comprising just $4.8 million out of the expected $8.8 million.
A spokesperson for the Council of Ministers, Inocêncio Impissa, shared that the new laws are aimed at replacing the former system under which iGaming was supervised by broader casino rules. According to Impissa, the framework will apply to digital games of chance offered through computer systems and electronic platforms.
The regime is also expected to improve regulation and oversight of the industry, especially with the fast growth of online gaming. With the new laws now in place, online casino operators won’t rely on concessions for land-based casinos, and will be required to receive licenses specifically for digital gaming activities.
Additionally, iGaming operators will begin paying a Special Tax on Gambling that will be calculated based on gross gaming revenue, with rates between 20% and 35%, depending on the concession length.
