National gambling self-exclusion system approved in Russia
Russia’s State Duma has passed legislation to establish a nationwide gambling self-exclusion system, and it is scheduled to take effect on September 1, 2026.
With the new tool, players will have the ability to register for self-exclusion in a centralized system managed by the country’s unified gambling regulator. Once registered, a player will be prohibited from betting for a minimum of 12 months and won’t be able to withdraw the self-exclusion during this period.
Self-excluded individuals will have to provide banking information so that funds tied to bets can be returned.
From the operators’ side, they will be prohibited from accepting bets from self-excluded individuals, while casinos and slot machine parlors will have to deny entry to self-excluded players. Additionally, operators must not send any type of advertising or promotions to such players.
Operators and platforms will face financial penalties if they don’t comply with the self-exclusion requirements. If bets are accepted from excluded clients, fines can be imposed between $130 and $384 for individuals, or between $640 and $1,300 for legal entities.
Maxim Topilin, chairman of the State Duma Committee on Economic Policy, said:
“The adoption of this bill is important both for people suffering from gambling addiction and for their loved ones. It will help reduce the risk of addiction by empowering people to take control of their gambling habits.”
Citizens will have the opportunity to request self-exclusion either through the State Services portal, Gosuslugi, or by visiting a government office such as a Multifunctional Centre.
