Nigeria’s President Tinubu rejects Central Gaming Bill

Nigeria’s President Bola Ahmed Tinubu has formally rejected the country’s Central Gaming Bill and has reaffirmed that he will not sign it even if it’s passed in Congress.

The president stressed his position during the All Progressive Congress political party’s National Executive Committee meeting on December 19, 2025.

President Tinubu stated:

“What I want you to forget is a centralized lotto; go and read the constitution again. That remains a residual matter where my exclusive legislative capacity as the president starts and ends; such residual matters belong exclusively to the state. Don’t tread near it. There’s no need for us to argue. I am a constitutional democrat. Lotteries, lottos, lotto laws, gaming, centralized or whatever it is you call it, I’m not going to sign such a bill into law.”

In November 2025, the Supreme Court’s ruling ended the federal government’s regulation of gambling and passed it to state legislative assemblies.

The Federation of State Gaming Regulators of Nigeria has supported the ruling and has implemented different approaches to block the Central Gaming Bill from passing through the National Assembly. The federation has stressed that the bill is nothing more than just a repackaged version of the now-nullified National Lottery Act of 2005.

During November 2025, the National Assembly once again tried to pass the bill; however, their actions were criticized by many public and legal interest bodies.
