Oklahoma Governor Stitt vetoes sweepstakes ban bill
The Governor of Oklahoma, Kevin Stitt, vetoed SB 1589, which aimed to ban online sweepstakes casinos in the state, as reported in Oklahoma’s Legislature bill tracker on May 11.
In March 2026, the bill had passed the Senate by a 48-0 vote and was later approved by the House by a 65-21 vote. The main goal of the bill was to target unregulated online casino activity, specifically covering the structure of sweepstakes, which use free-play coins combined with redeemable credits.
The veto was issued on May 7, and Gambling Insider has since obtained information about the reason behind the Governor’s decision.
According to Gambling Insider, Stitt stated:
“The bill was so broad that it criminalizes everyday apps people use for fun and unnecessarily creates a new felony and extends criminal liability to businesses and service providers. The bill’s vague and overbroad approach creates uncertainty for businesses operating in good faith and discourages innovation and investment in our state. Oklahoma can protect consumers without adopting criminal penalties that reach beyond the problem they are intended to solve.”
With the strong tribal and legislative support, there’s still a possibility that a veto override might happen, as Oklahoma law allows cancelling a gubernatorial veto if two-thirds of both chambers vote for it.
