PAGCOR Launches New Accreditation Framework for iGaming
PAGCOR introduces a new accreditation framework for affiliates and B2B providers to ensure stricter oversight across the regulated Philippine iGaming sector.
Outlined in a memo dated April 30, 2025, PAGCOR’s Electronic Gaming Licensing Department (EGLD) introduced the Regulatory Framework for the Accreditation of Gaming Affiliates and Support Service Providers. This move signals a transition from a loosely monitored environment to one grounded in compliance, accountability, and structured regulation.
Legal expert Tonet Quiogue, founder of Arden Consult, told Asia Gaming Brief this marks a “significant shift” in the regulatory landscape:
“Previously, these businesses operated without direct accreditation from PAGCOR. Going forward, all covered entities must comply with defined application procedures, performance requirements, and ongoing regulatory conditions.”
As part of the overhaul, PAGCOR is also redefining industry roles. Entities previously classified as Gaming System Service Providers will now fall under a newly established category: Gaming System Administrators. This reclassification aims to better align functions with responsibilities and reinforce transparency within the B2B market.
The upcoming framework will include implementation timelines, transition steps, and detailed compliance requirements. Companies that fail to meet the new standards risk disqualification from working with licensed operators.
Accreditation will come at a cost. Applicants must pay non-refundable fees and submit a performance cash deposit; terms are expected to be expanded in the final documentation.
Quiogue encouraged businesses to begin preparations immediately:
“We strongly urge all potentially affected companies to assess their operations and readiness. Early action is key to avoiding disruptions.”
For smaller providers, this regulatory shift may require a deep reassessment of legal structures, financial capacity, and internal compliance systems. But PAGCOR insists that the long-term benefits, including improved industry reputation and investor confidence, justify the changes.
By formally recognizing the vital role of service providers, PAGCOR is reinforcing its commitment to a transparent, accountable, and world-class gaming industry in the Philippines.
