Polish President vetoes gambling tax increase
On December 18, 2025, Polish President Karol Nawrocki vetoed legislation to raise gambling taxes in the country, which would have increased the tax on winnings from competitions, games, and betting from 10% to 15%.
The gambling tax increase, paired with an additional proposed tax on sugar, was passed by Parliament and presented as a health-promoting law. However, the President has argued that the laws were mostly fiscal and were trying to take more money from citizens.
President Nawrocki stated:
“In my Plan 21, I announced I would not sign any bills that raise taxes for Poles. The goal is obvious: to close the huge budget hole for which the government is responsible. After 11 months, we have a deficit of over $64.8 billion. Instead of tightening the tax system, the government is reaching into citizens’ pockets.”
Zbigniew Bogucki, head of the Chancellery of the President of the Republic of Poland, added:
“If these solutions had stipulated that all the money coming from the surplus of these taxes would go to health care, which is in a terrible state, then the President would probably have made a different decision. But this money was supposed to fill a huge budget hole that this government itself had dug.”
Stakeholders and industry experts have praised the President’s decision and noted that keeping the 10% tax would allow the gambling market to be competitive.
