President Lula to introduce decree targeting online betting
Brazil’s Federal Government has announced plans to publish a presidential decree that would target online betting and add new restrictions to iGaming in the country.
The decision comes after complaints connected to the country’s iGaming framework continued to increase, as just recently, the Workers’ Party in Brazil filed a new bill to prohibit online gambling.
The new measure is supported by the Ministry of Casa Civil, the Ministry of Finance, the Ministry of Planning, and the Ministry of Justice, with the decree expected to be published by mid-May 2026, focusing mainly on two points. The first initiative is to ban online betting for financially vulnerable groups, which means that people registered in the federal debt program will be prohibited from placing online bets.
The second point will be aimed at manipulative marketing, as the government is planning to add restrictions on marketing campaigns that can lead to gambling addiction or compulsive behavior.
President Luiz Inácio Lula da Silva has assessed that the population’s player losses are the main factor preventing the government from regaining approval and popularity. The officials believe that iGaming has led to high levels of debt, which has slowed down Brazil’s economic recovery and made citizens view the current administration in a negative way.
If the new restrictions are introduced, the betting market will become much more tightly regulated, and operators will have to change their marketing strategies and add new tools for banning access to prohibited users.
