The Governor of Colorado, Jared Polis, has approved new restrictions for sportsbook operators, banning push notifications and credit card deposits, and prohibiting promotional materials targeted at under-21s.

Senate Bill 26-131 was first sponsored by Senators Matt Ball, Byron Pelton, Representatives Steven Woodrow, and Dan Woog, and is set to come into force on August 12, 2026. The law will restrict betting deposits, limiting players to 6 deposits in 24 hours, and will prohibit the use of credit cards to fund sportsbook accounts.

The goal of SB 26-131 is to fight against the rise of impulsive gambling, as continuous deposits can be a sign of addiction, while the credit card ban aims to prevent betting with borrowed money. The ban on push notifications seeks to eliminate aggressive sportsbook promotions, as encouraging messages can push players to develop risky betting habits.

In case of breaches, operators will face fines of up to $25,000, with the Colorado Gaming Control Commission holding authority to impose penalties.

From February 1, 2028, operators will also be ordered to report yearly transactional data and metrics to the Gaming Division under the Department of Revenue, with the Division set to publish public reports on the gathered data every three years beginning from January 1, 2029.

On the other hand, some measures were removed from the bill before being approved, including a suggested ban on prop bets and the prohibition of sportsbook ads between 8 am and 10 pm.
