Sri Lanka to regulate gambling market from 2025

With the Attorney General giving the green light, a brand-new bill regulating the gambling market is heading to Sri Lanka’s Parliament for debate.

The main purpose of the bill is the creation of the gambling regulatory body in Sri Lanka. If passed, this independent body would take charge of overseeing all types of gambling, from traditional casinos and cruise ship gaming to iGaming platforms and the high-end resorts popping up in Colombo Port City.

The Authority wouldn’t just hand out licenses. It would strictly monitor the market and check if operators follow regulations, including anti-money laundering and customer identity checks (AML and KYC) and set standards for operations and even put systems in place to help people gamble responsibly, like self-exclusion tools and betting limits.

Moreover, the bill will have the power to fine, suspend, or cancel the licenses of those companies that don’t comply with the rules.

Back in February 2025, Sri Lanka implemented higher taxes and fees for casinos. President Ranil Wickremesinghe, in his role as Finance Minister, is pushing to bring the whole sector under one clear legal structure. And if passed, the bill will be revolutionary in Sri Lanka’s gaming sector.
