Virginia approves online sports betting credit card ban
On January 28, 2026, the Virginia House of Delegates voted 94-3 to ban the use of credit cards for online sports betting in the state, sending the bill to the Senate.
Marty Martinez’s sponsored bill HB 515 will prevent the Virginia Lottery from letting sportsbooks accept credit card deposits or withdrawals, as the proposal aims to protect consumers by discouraging gambling with borrowed money.
Martinez stated:
“Senate Bill 515 is a straightforward consumer protection bill. Allowing gambling with credit cards encourages people to wager with money they do not actually have. These policies are clear, enforceable, and easier to administer than subjective behavior monitoring systems. It reduces financial harm, strengthens responsible gambling principles in alliance with existing regulatory precedent, and builds public trust in regulated markets.”
He argued that credit cards make it easier to bet outside of safe limits because they delay the impact of financial losses. Research also shows that gambling with credit cards leads to higher losses and reduced self-control.
Additionally, the Virginia Lottery already bans credit cards for lottery purchases, so extending the ban to sports betting would be much easier to enforce, according to regulators.
The Department of Planning and Budget announced that the bill isn’t expected to affect state operations, but it could impact sportsbook revenue on an unknown scale.
