Armenian parliament adopts amendments to gambling laws
The Parliament of Armenia has adopted new amendments to the country’s gambling laws during the second and final reading of an extraordinary session held on July 3, 2026.
Announced by the Deputy Head of Armenia’s State Revenue Committee (SRA), Rafael Gevorgyan, the government is set to introduce changes to the “On the Regulation of Gambling Activities” law, which aims to strengthen controls over the expanding online gambling industry.
Rafael Gevorgyan commented:
“An online resource will be created within the State Revenue Committee, where employees will promptly and daily add websites subject to blocking based on monitoring results.”
Additionally, Gevorgyan shared that the current measures against unlicensed gambling websites are not enough because of the wide use of VPNs and circumvention mechanisms, which is why the amendments will introduce a three-tiered model to reduce potential risks. The SRA Head admitted that existing tools are too resource-intensive and time-consuming, and by the time they are able to block a given number of platforms, the same number of new ones become accessible to local players.
According to the approved documents, telecommunication providers will also be ordered to block gambling operators that appear on the blacklist, with only websites listed on the whitelist and licensed by the government permitted to offer their products in Armenia.
It’s expected that the updated laws will come into effect on January 1, 2027.
