Brazil delays casino legalization to 2025
Initially scheduled to take place on December 4, the casino legalization bill, known as Bill 2,234/2022, is now delayed to 2025.
The bill aims to regulate gambling and introduce legal lottery-style games in Brazil. Despite being passed by a committee in June 2022, the bill faced strong opposition and faced delays also in August and October.
Various government departments, including Health and Social Assistance, have been tasked with reviewing the proposal’s implications. They will submit findings within 30 days.
Opposition to the bill remains strong.

Senator Eduardo Girão said:
“We had a signal from the betting companies, which we approved exactly one year ago here, and we made a mistake, and the mistake is there: lives destroyed. And we cannot take another step or make another mistake, which could cause more problems than solutions.”
Despite the criticism, Senator Irajá insists the bill is necessary to combat illegal gambling and create a safer, regulated market.
Another senator, Esperidião Aminn, said:
“It (the bill) was not resurrected; it never died; it was in purgatory; it was in limbo, waiting for an opportunity. Six feet is not enough. It has to disappear.”
Senate President Rodrigo Pacheco announced that discussions will continue into next year.
