Brazil to introduce new betting regulations from 2025

Brazil’s new regulations for betting websites starting in 2025, including income self-declaration and time limits to prevent excessive gambling.
Going into effect on January 1st, 2025, betting websites in Brazil will compel users to self-declare their income. In addition, time limits will be established to discourage players from betting for too long.
The goal of these restrictions is to keep bettors from devoting the majority of their income to gaming and to reduce fraud.
Initially, the sites would ask players to self-declare their revenue without requiring verification. This will allow to track how much of the bets represent the players’ own income.
A technician from the Ministry of Finance said:
“The government can make control more rigorous, requiring supporting documentation if necessary.”
There will also be an alert for the maximum game time. The website will prohibit a user from placing more bets if they go over this limit.
It will be necessary for betting sites to use facial recognition technology for identification authentication. The purpose of the initiative is to stop money laundering through the use of “laundering companies.”
The Ministry of Finance stated:
“The correct identification of the bettor should prevent fraud and promote greater security.”
Another measure to combat the illegal market is the requirement that websites be hosted on the bet.br domain.
As highlighted by a technician from the Ministry of Finance:
“The creation of the domain aims to facilitate the identification and control of platform.”
The requirement is part of the sector’s new regulatory standards, which were established by a bill passed at the end of last year. The request for authorization to operate in the Brazilian market is already accessible, and enterprises that submit it by August will receive a response by November. Starting January 1, 2025, only websites hosted under the bet.br domain will be regularized.
