Europe implements new rules for the gambling market
Europe’s growing gambling market faces new rules under the European Accessibility Act (EAA), the Digital Services Act (DSA), and the Artificial Intelligence Act (AI Act).
The European Accessibility Act
Under the EAA, all digital services, including gambling sites, must be accessible to users with disabilities starting June 28, 2025. This means websites, mobile apps, and customer service tools must be designed so that everyone, regardless of ability, can use them. While the games themselves might be exempt, things like payment systems and user accounts will need to comply.
The Digital Services Act
If a gambling site includes user interaction features such as live chats, it must actively monitor content, publish moderation reports, and be transparent about ads. Moreover, even pop-up promotions and in-app banners must be clearly labeled under the Digital Services Act.
The Artificial Intelligence Act
The AI Act, adopted in 2024, permits gambling companies to use AI for fraud detection, player behavior tracking, and tailored recommendations. Under the new rules, operators must share how the system is used.
These updates refer not only to those companies that are based in Europe. Even companies outside the EU must comply if they’re targeting EU players.
