Having already the highest GGR tax in Europe, France will not increase the gambling taxes for now. 

The 2025 Social Security Financing Bill was expected to include a tax increase part. However, the bill was tabled on October 13, and it did not have any link to the predicted tax change.

While this news may be appealing to operators, it doesn’t mean that the industry is out of regulators’ control. The French gaming regulator, L’Autorité Nationale des Jeux (ANJ), recently indicated that higher taxes might not be unreasonable. The funds are used to benefit public health.

According to ANJ chair Isabelle Falque-Pierrotin, ambling is not an “ordinary service” and is only legal by exception, which may warrant additional regulation in the future.

France is one of the countries that wants to protect its population from problem gambling. Recently, ANJ released a new campaign called “100% winning?” expanding public awareness and combating illegal gambling. Moreover, ANJ also signed a new agreement with the National Union of Family Associations (UNAF) to promote responsible gambling in France.

Nowadays, more and more countries are considering implementing tax changes in the gambling sector. The latest country is Great Britain, which has two proposals for tax changes.
