Germany records 5.2B gambling self-exclusion checks in 2025
Germany’s Regional Council of Darmstadt announced that the OASIS system recorded 5.2 billion gambling self-exclusion checks in 2025.
OASIS, the Online Abfrage Spielerstatus, operates as the central self-exclusion database under Germany’s Fourth Interstate Gambling Treaty (GluNeuRStV), and requires operators to check a user’s status in the system before allowing them to engage in gambling activity.
The system uses data from over 9,000 operators and 41,000 gambling locations like casinos, arcades, betting shops, and licensed online platforms, and contains 367,000 active self-exclusions throughout the country.
Data from Darmstadt shows that around 60,000 formal self-exclusions were processed in 2025, which the authorities believe is the result of transitioning to a fully digital and paperless procedure for self-exclusion requests. The framework allows individuals to directly self-exclude, as well as gives operators and some third parties the ability to initiate self-exclusions.
In 2026, a review of the GluNeuRStV regime will take place, which will examine the structural problems of the framework, including channelization rates below 50%. Additionally, the €1,000 cross-operator monthly deposit cap and the €1 online slot stake limit are expected to be debated.
Licensed operators have also been invited to submit their recommendations for the upcoming treaty revisions.
