The Netherlands Gambling Authority (KSA) fined the owners of the affiliate website CasinoScout.nl for promoting unlicensed gambling services in the Netherlands.

The regulator has issued a weekly penalty of €75,000 each on SBM Holding Group, Sun Block Media Labs 2.0 Ltd., and JEF Holdings Ltd., up to a maximum of €225,000 if they continue to advertise illegal gambling platforms to Dutch players.

Previously, CasinoScout.nl promoted only licensed gambling operators in the Netherlands. However, the site was sold to new owners in 2025, who began advertising unlicensed casinos, violating Dutch law.

During the investigation, KSA discovered a page titled “Best Unlicensed Casinos 2025,” which actively encouraged visitors to use unlicensed platforms. The page included 10 casinos with logos, names, review scores, and “Play with us” buttons linked directly to those sites.

KSA issued warnings, but the companies failed to respond. The regulator then requested the Netherlands Internet Domain Registration Foundation (SIDN) to disable CasinoScout.nl.

Although the site was temporarily disabled and the owner introduced an IP block to restrict Dutch access, the illegal advertisements soon reappeared. This led the KSA to take further action, taking down the site permanently.

The investigation also revealed that CasinoScout.nl was linking to another website, besteonlinecasinonederland.com, which similarly promoted illegal gambling services and is connected to the same companies.
