The Dutch Gambling Authority (KSA) fined Entain’s BetCity €2.65 million for duty of care and responsible gaming failures.

The KSA examined 10 player accounts with the highest losses over a certain period and found violations in every single one.

According to the regulator, these accounts belonged to players aged between 18 and 23, many of whom lost tens of thousands of euros in a short time.

BetEnt, the operator behind BetCity, received the fine (its second in three years), after a previous €3 million penalty in November 2023 for shortcomings related to anti-money laundering and counter-terrorist financing.

KSA chairman Michel Groothuizen said:

“We have a regulated gambling market based on the principle that those who want to gamble should be able to do so safely. That’s why operators have a duty of care toward their players and must respond appropriately to signs of excessive gambling. Large losses are an important signal of that. We have intensified our supervision of the online duty of care, and we are taking firm action against violations like those we’ve seen here with BetCity.”

The chairman went on to say that they absolutely do not want to see operators failing severely in their duty of care again, especially in relation to vulnerable young players.
