On October 21, senator Sérgio Petecão introduced a new Bill 4.031/2024 with a complete ban on online betting in Brazil, seeking to protect the nation’s mental health by addressing the growing concerns about addiction. 

This new bill is one of the political moves ahead of Brazil’s regulated market’s debut on 1 January 2025. This is the first call for a complete ban on online betting, just months after President Luiz Inácio Lula da Silva signed Bill 3,626/2023 to legalize it.

Despite the current preparations to award licenses, several senators and public figures have announced their concerns about the potential harm to vulnerable groups. These concerns arise from a recent study that claimed that some regular bettors have sacrificed essential funds, such as money for food and medicine, encouraging people to gamble. Although the study’s small sample size and findings were debated, it received widespread media attention.

SPA’s regulations in Brazil

The SPA, the government’s Secretariat of Prizes and Bets, is focused on safeguarding players in the regulated market, enforcing marketing restrictions, and ensuring operators meet safety standards. With the new regulations starting in 2025, strict anti-money laundering (AML), counter-terrorism financing (CTF), and strong IT security measures will be enforced to prevent excessive gambling. Moreover, credit card betting will also be banned in Brazil.
