Pennsylvania Bill to ease casino slot restriction

Introduced by Senator Dan Laughlin, Senate Bill 666 aims to remove some of Pennsylvania’s restrictions on physical casinos.

Currently, Category 1 and 2 casinos in the state must maintain at least 1,500 slot machines to operate, a rule that many say favors the big players and stifles smaller operators. This bill seeks to change that by removing this floor count requirement, allowing casinos to adjust their slot machine numbers based on market demand and operational needs.

Before approved, Senate Bill 666 needs to pass a long journey. But Governor Joseph Shapiro shows his openness to industry reform.

Sen. Dan Laughlin said:

“Competition is fierce, and rigid mandates no longer serve the industry or the public. This bill is about common sense and keeping our casinos competitive without sacrificing oversight or revenue. It gives our gaming industry the flexibility it needs to succeed in today’s market while preserving accountability and protecting public interests.”

The bill proposes a slight reduction of the total number of slot machines by 2%. Back in March, casino slots revenue recorded a decline in the state. And this move comes after some casinos’ potential shutdown news, only because they are facing problems in meeting the current slot requirements. Currently, Laughlin’s proposal is pending Pennsylvania Gaming Control Board approval.
