Armenia’s National Assembly has passed a new law that will double taxes for online casinos and bookmakers starting April 1.

Proposed by MP Hayk Sargsyan, the new legislation aims to increase state revenues while addressing growing concerns over gambling-related harms. Sargsyan highlighted shocking news during the parliamentary session, revealing that in 2024 alone, Armenians deposited over 811 billion drams (€1.9 billion) into online casino accounts. He argued that redirecting these funds into the economy could boost GDP by 10-15% and raise state revenues by 7.3%.

Hayk Sargsyan said:

“I am preparing to do everything possible so that our state has that technical ability, after which we will make new legislative amendments and limit this vicious phenomenon as much as possible.”

While some lawmakers call for a total ban on online gambling, Sargsyan acknowledged that Armenia currently lacks all the technical measures to block foreign gambling websites.

Deputy Economic Affairs Committee Chairman Babken Tunyan came up with concerns that a tax hike may drive players to an unregulated black market from other countries.
