Brazil’s Ministry of Finance (MEF) has shared its first financial analysis of the country’s newly regulated iGaming sector, which officially opened for business on January 1, bringing in R$21.5 million (€4 million).

During Q1 2025, operators paid R$6.8 million in January, followed by R$7.2 million in both February and March. To legally operate in Brazil, the country sets a wide range of requirements, such as a $5.2M entry fee with an established office in Brazil and a certified corporate account in the Bank of Brazil.

In a related update, the Secretariat of Prizes and Betting (SPA) has clarified how Gross Gaming Revenue (GGR) is calculated when it comes to promotional play. According to a technical note issued in response to federal deputy Gilson Marques (Novo-SC), only bonuses that can be withdrawn count toward GGR once they’re actually wagered.

However, the bonuses like free bets, which are non-withdrawable in their kind, are included as soon as they’re issued, even if the player never uses them. The goal is to prevent operators from overusing casino bonuses, which could lead to problem gambling.
