Starting from today, December 1, 2025, Erik Eldhagen will begin his new state secretary position, with responsibility to oversee gambling regulation in Sweden.

Eldhagen was previously the head of the international secretariat of Sveriges Riksbank, and has also worked in the Ministry of Finance and the World Bank. With his new role, he will not only be tasked with gambling regulations, but also manage the financial market, state properties, and the financing of new nuclear power.

This is not the only recent change in authority, as the Swedish gambling regulator Camilla Rosenberg stepped down on October 31, 2025. Johan Röhr stepped up as the new regulator and has now been acting as director general since November 1, 2025.

Laws and rules have also shifted during this period, as the Ministry of Finance published Marcus Isgren’s report, outlining amendments designed to strengthen Sweden’s regulatory framework. Additionally, the promotion of illegal gambling through ads will be banned, and changes in criminal provisions will be implemented, making unlicensed gambling and the promotion of unlicensed services illegal and subject to criminal charges.

A blanket ban on using credit for gambling was imposed in October 2025, which will extend the Swedish Gambling Act, as it already prohibits players from using credit for gambling with licensed operators.

2025 was also the end of physical casinos in Sweden, with Svenska Spel closing down its last location after the Swedish Parliament voted to end land-based casinos in Sweden.

The new laws and regulations will come into effect from April 1, 2026.
