France’s online gambling hits record €5.7B in early 2025
France’s gambling regulator, the Autorité nationale des jeux (ANJ), has reported record growth in the first half of 2025, with gross revenue reaching €5.7 billion, a 3.5% increase when compared to the same period in 2024.
The growth was driven mainly by online sports betting and lotteries. Total stakes rose by 15% to €6 billion, and GGR rose by 10% to €961 million. The ANJ described the sector as “unprecedentedly dynamic,” noting that player activity continues to rise, with almost 4.1 million active betting accounts. Tennis betting took the crown, with wagers up 22%, boosted by record activity during the Roland Garros tournament.
When it comes to lotteries, Française des Jeux (FDJ), which expanded after acquiring Kindred, saw GGR jump 19% to nearly €4.4 billion. Draw games like Euromillions played a major role, with sales rising 8.8% thanks to long jackpot runs.
Poker, however, struggled. Its GGR fell 4% to €246 million, with operators attracting new players but earning less per user. Cash game revenue dropped 15%. Horse racing betting remained flat, with only a 1% rise in stakes and stable GGR at €174 million.
The ANJ warned that growth in the second half of 2025 will depend on player retention, new regulations, and higher gambling taxes introduced in July.
