Dean Serpa has been named the Massachusetts Gaming Commission’s (MGC) future executive director, subject to his acceptance of the role.

Serpa was selected following a thorough public interview process. Serpa was the deputy chief of staff for Massachusetts governor Charlie Baker before that. Todd Grossman, the acting executive director, is anticipated to step down in favor of him.

Since July 2023, when Karen Wells left the role, Grossman has been acting in the capacity of temporary executive director. Serpa and Clinton Dick, who is the General Counsel of the Office of Consumer Affairs and Business Regulation, were rivals for the position.

Dick was commended throughout the selection process for his knowledge of law and regulations, having graduated from Harvard Law School. But in the end, the commission chose to extend the job offer to Serpa because of his track record of successfully managing operations, particularly in trying circumstances, and his leadership expertise.

Dick’s lack of managerial expertise was considered a possible barrier to the executive director position and was one of the considerations that impacted the decision. Notwithstanding this, MGC members conveyed their appreciation for Dick’s credentials and their wish to have him participate in the commission in a different role.

Serpa, on the other hand, received high marks for professionalism, although some decision-makers thought he should have shown more of his personality during the interview. But in the end, his experience managing operations during times of crisis and guiding teams to victory made him the chosen candidate for the executive director post.

MGC members stressed that both candidates were well competent and expressed confidence that either one could have done the job well, even though Serpa is expected to take over as the new executive director.
