Dominican Republic President Luis Abinader submitted a bill to the Senate, proposing to create a new regulatory authority to oversee all gambling activities.

The Ministry of Finance leads the initiative and aims to establish the Dirección General de Juegos de Azar (DGJA), or General Directorate of Games of Chance. It is still unclear if the new authority will replace the current gambling regulator, the Directorate of Casinos and Gambling (DCJA), which has previously been controversial.

For example, the regulator was put under the spotlight after a fraudulent lottery draw held in May 2021 by the former administrator of the National Lottery led to the theft of around $8.5 million.

The newly established DGJA will monitor compliance, impose sanctions, and ensure efficient tax and fee collection within the gaming sector. In addition to more focus on preventing money laundering, the regulator will have the power to issue administrative sanctions against individuals or entities who violate gambling laws.

The director general of the DGJA would lead all of its investigative and regulatory efforts. Within the DGJA’s structure, a designated administrative unit would conduct investigations into suspected legal violations.

The new regulatory framework will cover a wide spectrum of gambling activities, including online gambling, casinos, slot arcades, sports betting kiosks, lottery outlets, horse racing agencies, national and electronic lottery draws, traditional and electronic bingo games, and both charity and non-charity raffles.
