Vietnam to double local casino entry fees

Vietnam’s Finance Ministry has suggested doubling entry fees for locals to VND 2.5 million (about US$95), changing the current income-check system, and making casinos available only for those with enough money.
Since 2016, Vietnamese citizens have been allowed to play at certain casinos if they are at least 21 years old and earn at least VND 10 million (US$380) a month. But many players find it difficult to provide the required documents quickly.
Officials comment:
“Many cannot provide the required documents, as they must be thoroughly prepared in advance.”
Regulations are not only for citizens
The draft rules also set stricter regulations for casinos. The nine authorized casinos would need to keep customer data for at least five years. Casinos must operate in special tourism zones with a minimum investment of €1.85 billion (US$1.96 billion) and have 24/7 surveillance, storing video footage for 180 days for authorities.
Phu Quoc, Vietnam’s main tourism and casino hub, would be most affected. It’s Corona Resort & Casino, which opened in 2019 with nearly $1.9 billion, currently charges US$239 daily and $951 monthly for locals. Even with more than six million visitors in 2024, the casino lost $11.4 million in the first half of the year due to costs and fewer local players after its pilot program ended.
The government is considering permanent local access to casinos in Phu Quoc as it prepares for APEC 2027.
